			<content:encoded><![CDATA[<p>New Delhi, May 17 (Inditop.com) Two car-borne youth were detained Thursday for not giving way to Delhi Chief Minister Sheila Dikshit&#8217;s convoy in north Delhi, police said. They were let off after questioning.</p>
<p>The incident took place around 11.35 a.m. near Nirankari Maidan in Mukherjee Nagar  when Dikshit was heading towards Burari to inaugurate a camp for pilgrims going to the shrine of Khwaja Moinuddin Chishti in Ajmer.<br />
The accused did not give way to Dikshit&#8217;s convoy and refused to pay attention to the instructions issued to them by her escort team.<br />
&#8220;The car-borne youth were instructed by the escort team to let the chief minister&#8217;s convoy overtake them, but they did not respond. Later, they were forcibly stopped,&#8221; said a police official.<br />
The official said the youth were detained for questioning and then let off.<br />
&#8220;During interrogation and frisking it came to light that they did not give way to the chief minister&#8217;s convoy deliberately. They got confused when the escort team gave them instructions,&#8221; said the official.</p>

			<content:encoded><![CDATA[<p>Leicester, May 17 (IANS/CMC) Even as West Indies prepare to field a novice top order in the first Test against England, discarded batsman Ramnaresh Sarwan, a seasoned former member of their line-up, was busy stroking his second century of the County Championship here.</p>
<p>The classy 31-year-old right-hander, who has played 87 Tests, reeled off 117 to propel Leicestershire to 323 for five at the close on the opening day of their clash with Essex at Grace Road Wednesday.</p>
<p>Sarwan, who has not played for West Indies in nearly a year, stroked 14 fours off 205 balls in an innings spanning a shade over five hours at the crease.</p>
<p>Opting to bat first, Leicestershire plunged to 29 for three early in the morning courtesy a devastating burst from veteran seamer David Masters before Sarwan bailed out the hosts with a superb innings.</p>
<p>He put on 216 for the fourth wicket with Joshua Cobb who got 80 and another 54 for the fifth wicket with Wayne White, who was unbeaten at the close on 41.</p>
<p>Sarwan&#8217;s stand with Cobb was the highest in for the fourth wicket Leicestershire against Essex in 100 years, beating the 127 posted in 1900.</p>
<p>Sarwan became Masters&#8217;s fourth wicket late in the evening when he fell lbw to the right-armer.</p>

			<content:encoded><![CDATA[<p>Hyderabad, May 17 (Inditop.com) The Indian School of Business (ISB) Thursday signed a Memorandum of Understanding (MoU) with the Bahwan CyberTek (BCT) Group of Oman, to  provide executive education courses in the Middle East.</p>
<p>Under the agreement, the Centre for Executive Education (CEE) at ISB would deliver executive education courses focused at grooming senior and middle management in the Middle East.<br />
Ramanathan Hariharan, senior director, CEE, ISB, and S. Durgaprasad, director and CEO, Bahwan CyberTek Group (BCT), signed the MoU at the ISB campus here.<br />
&#8220;There is tremendous focus from various governments in the Middle East to look beyond oil. They are looking at creating a knowledge economy. ISB being a leader in executive education, their knowledge and their experience can come handy to build the community in that part of the world,&#8221; Durgaprasad told IANS.<br />
Added Hariharan: &#8220;They are trying to create a knowledge-driven economy which means exposing citizens to new business models, new management practices.&#8221;<br />
BCT, an associate of the Suhail Bahwan Group, one of Oman&#8217;s foremost business houses, will focus on industry verticals like banking, financial services, government, energy utility industry and infrastructure. The executive education programmes will cater to both the citizens of Oman and expatriates.<br />
To start with, the programme will be delivered in Oman from September this year for 50 to 100 people in the first year. BCT plans to expand this to the UAE, Qatar, Egypt and other countries in the region.<br />
The MoU with Bahwan comes a few weeks after the ISB signed a similar agreement with the Institute of Business Administration (IBA), Karachi.<br />
ISB will focus on the design and delivery of the programmes, which will be conducted by ISB&#8217;s globally renowned faculty.<br />
The CEE, which offers open and custom designed programmes, is also looking at creating case studies relevant to the region.<br />
The programmes will be delivered in Oman. &#8220;We are also looking at options where the students will be exposed to practices not just in Oman but growing economies like India. So one leg of the programmes will be in Oman and another possibly in India. Third leg could be in US, Europe or China,&#8221; he said.<br />
BCT, an information technology, products and services company, hopes the spin-off would be multi-fold.<br />
The $110 million company, which operates in four continents and deliver solutions in 20 countries, expects the ISB programmes would meet the internal needs of the 1,500-member organization.<br />
&#8220;We will definitely lean on their knowledge. If we are able to contribute to the knowledge economy we stand at a strategic position of being respected. It will have its impact. The outlook of people will change towards a more modern management structure,&#8221; said Durgaprasad.<br />
BCT, which has its centre of excellence in Chennai, has India as a hub to create knowledge for its products. It also had offices in US, Oman, UAE, Egypt, Singapore and Brunei.<br />
BCT, which also works with government of Oman, provides IT, ITes training to create jobs for people in Oman. It also deliver payment solution for citizen services in Oman, Dubai and Egypt.<br />
&#8220;We have also got contract for spreading digital literacy. We have trained 13,000 citizens and will be training 30,000 by the end of the programme,&#8221; he said.</p>

			<content:encoded><![CDATA[<p>London, May 17 (Inditop.com) A pioneering surgery bypassing damage to the spinal cord sustained in an accident has helped a paralysed man regain the use of his hand.</p>
<p>Injuries to the C7 vertebra &#8211; lowest bone in his neck &#8211; in a car crash in 2008 left a 71-year-old man without the use of his legs and only limited shoulder, elbow and wrist function.</p>
<p>He also lost the use of his hand because while the nerve circuit in his hand was intact, the connection between his brain and digits had been lost, the Daily Mail reports.</p>
<p>Surgeons at Washington University School of Medicine restored this link by rerouting working nerves in his upper arm. The patient can now pinch his thumb and index fingers together using nerves that once told his brain to bend the elbow.</p>
<p>Senior researcher Ida K Fox said: &#8220;This procedure is unusual for treating quadriplegia (complete paralysis) because we do not attempt to go back into the spinal cord where the injury is. Instead, we go out to where we know things work &#8212; in this case the elbow &#8212; so that we can borrow nerves there and reroute them to give hand function.&#8221;</p>
<p>The successful operation means the patient can now feed himself and even write. &#8220;Many times these patients say they would like to be able to do very simple things,&#8221; Fox said. &#8220;If we can restore the ability to pinch, between thumb and index finger, it can return some very basic independence.&#8221;</p>
<p>The surgery was developed and performed by Susan E. Mackinnon. Specialising in injuries to peripheral nerves, she has pioneered similar surgeries to return function to injured arms and legs.</p>
<p>She said hand function was not restored straightaway and that the patient had to undergo intensive physical therapy to retrain the brain to understand how the role of the nerves had changed.</p>

<p>This honour has been granted to the two individuals in recognition of the University of St Andrews&#8217; 600th Anniversary celebrations, spanning three calendar years from 2011 to 2013, a press release said.<br />
Richardson and Connery, an honorary graduate of the University of St. Andrews, follow such figures as Nelson Mandela, Rudy Giuliani, Liza Minnelli, the Pink Panther, Gene Simmons, and the New Kids on the Block onto the ornate bell podium and one of the US&#8217;s highest-profile red carpets.<br />
Ringing the opening bell marks the start of the day&#8217;s trading session for the world&#8217;s largest stock exchange, a task broadcast to more than 100 million people worldwide.<br />
Since 1995, the NYSE has invited notable people to ring its opening and closing bells.</p>

			<content:encoded><![CDATA[<p>Zurich, May 17 (IANS/CMC) Jamaican sprint star Usain Bolt has been confirmed for the Weltklasse Zurich Diamond League here in August, officials said.</p>
<p>Bolt is the biggest drawing card in world athletics and will be defending his Olympic sprint titles at the London Olympiad which starts in July.<br />
The Weltklasse Zurich meet runs off Aug 30, just weeks after the conclusion of the London Olympics August 12.<br />
&#8220;It will be great to be back at Weltklasse Zurich. I have great memories of the fantastic organisation and passionate crowd at the Letzigrund Stadium,&#8221; Bolt said.<br />
&#8220;Zurich is often called the one day Olympics and I expect this year to be a very special meeting 18 days after the London Games.&#8221;<br />
Bolt has not yet indicated which sprint he will contest, with both events on the card.<br />
The World record holder in both events, Bolt won the 100 metres here in 2008 in the wake of his stunning performances in Beijing and returned to win the following year, just after similar histrionics at the Berlin World Championships.<br />
Organisers said they were anxiously looking forward to Bolt&#8217;s presence.<br />
&#8220;Usain is the most popular track and field star of the millennium. We are delighted to have him back in Zurich,&#8221; said meet director Patrick K. Magyar.<br />
Bolt launched his season in style two weeks ago when he posted a world-leading time 9.82 seconds in the 100 metres.<br />

			<content:encoded><![CDATA[<p>Chennai, May 17 (Inditop.com) In an attempt to regain its top position in the high-powered tractor segment, tractor maker Escorts Ltd. will launch one new range every six months, said a senior company official here Thursday.</p>
<p>Launching two new high-power models &#8211; Farmtrac 6060 (60 hp) and 6065 (65 hp)- S.Sridhar, chief executive officer of Escorts Agri Machinery Group, said: &#8220;The high horse power (hp) tractor segment is logging good growth now. Escorts was the leader in this segment earlier and our focus is to regain that leadership position.&#8221;<br />
Elaborating on the reasons for growth of high-powered tractors, Sridhar said there was &#8220;informal consolidation&#8221; of land holdings among blood relatives at the farm level in states like Punjab, Maharashtra and Tamil Nadu. &#8220;One person in a family looks after the farm while others migrate to cities.&#8221;<br />
&#8220;Farmers in these three states are progressive and are exposed to innovative technologies. If satisfied with the value proposition, they would go in for higher powered machines,&#8221; Sridhar added.<br />
Terming such farmers as executive farmers, Escorts has positioned its new tractors as the India&#8217;s first executive tractors.<br />
Both the models come with a new four-cylinder turbo charged, inter-cooled engine that delivers higher torque to run larger implements and pull heavier loads.<br />
Apart from their usage in farming, these tractors can be used for other applications like cane haulage, earth moving and other tasks which in turn increase the revenue opportunities for their owners, Sridhar remarked.<br />
Rolling out around 200 units per month now of the models, Escorts will gradually increase the numbers in the coming months and hopes to sell around 10,000 units next fiscal.<br />
Last fiscal, Escorts sold 63,000 tractors and Sridhar declined to commit any sales figure for the current year. The company&#8217;s accounting year is from October to September.<br />
The tractor segment could be classified into three categories &#8211; small (below 35 hp); medium (35-50 hp) and large (above 50 hp).<br />
According to the company&#8217;s marketing head Shenu Agarwal, the share of small tractor segment is going down since 2011-12 while the medium sized tractors are also expected to be stagnant during 2012-13 and go down during 2013-14.<br />
&#8220;The 50 hp-plus segment which had a market share of six percent in 2003-04 got doubled in 2011-12 and is set to increase to 15 percent and 23 percent during 2012-13 and 2013-14 respectively,&#8221; Agarwal said.<br />
Last fiscal the Indian tractor market size was pegged at around 525,000 units.<br />
According to Sridhar, the company exports around 2,000 tractors each year.<br />
&#8220;Our wholly-owned subsidiary in Poland makes 100-hp tractors and sell them in Europe,&#8221; he added.<br />
Predicting stagnant market conditions for the tractor industry this fiscal, Sridhar said the market would grow from next year onwards and Escorts would like to be comfortably positioned to cash in on that.</p>

<p>&#8220;An eyewitness reported to the regional rescue service that there was a man in the chute&#8230; The rescuers crew found a man, who was stuck at the fifth floor, in the garbage disposal,&#8221; Emergency Response Service spokeswoman Elena Tretiyachenko said Thursday.<br />
The victim, 32, said he jumped in the chute from the landing on the eighth floor to escape from his girlfriend. After he fell three floors down the chute, the man got stuck and began to cry out for help.<br />
Rescue workers had to cut a section of the chute away to pull him out, she said.<br />

			<content:encoded><![CDATA[<p>Lucknow, May 17 (Inditop.com) The Uttar Pradesh government Thursday released a road map &#8211; &#8216;Samagra Vikas&#8217; &#8211; for overall development of the state, which aims to fulfil promises made by the Samajwadi Party (SP) in the recent state assembly elections.</p>
<p>The long-term agenda of the vision document is aimed at better facilitation in departments where the public interface is maximum, an official told IANS.<br />
The key sectors highlighted in the document include agriculture, industries, power, education, health, social welfare and some 100 points on which state departments have been asked to &#8220;react and deliberate upon.&#8221;<br />
Officials say the focus of the document is to assimilate the promises made by the SP into governance so that these are implemented in a phased manner.<br />
To ensure that the agenda points of developments are being implemented in true letter and spirit, Chief Minister Akhilesh Yadav would be holding quarterly review meetings wherein all projects and schemes would be discussed threadbare, according to officials.<br />
The document specifically focuses on achieving revenue targets so that the funds can be utilised for various welfare and developmental projects. For the year 2012-13, the government has set a target of Rs.73,000 crore through revenue mobilisation.<br />
The government is also working on a new and &#8220;all-inclusive and fair&#8221; agriculture policy, which it says would be on the lines of the 2005 agriculture policy initiated by the previous SP government.<br />
Food processing and potato production are the key focus areas in the new policy, officials pointed out. Besides, issuing Kisan credit cards to farmers and strengthening the cooperative banks system in the state is also high on the agenda of the government, an official said.<br />
The 2004 industrial policy will be reviewed and the government is likely to announce a host of incentives for the industrial sector in the state, the official added.<br />
The government has cleared the way for more public-private partnership projects in the state and construction work would soon be started on the Agra-Lucknow Expressway and the northern peripheral road in Ghaziabad, a government spokesman said.<br />
According to officials, the power sector will soon be prioritised and projects in Panki, Jawaharpur, Aanpara-D, Harduaganj extension and Obra-C would be completed in a set time frame.<br />
In the health sector, priority would be accorded to vaccination campaigns, besides opening of state medical colleges and intensive care units in many districts across the state, officials said.<br />

			<content:encoded><![CDATA[<p>Chennai, May 17 (Inditop.com) The houses of former Tamil Nadu minister Veerapandi S. Arumugam, his relatives and his two personal assistants were Thursday raided by officials of the anti-corruption wing, the probe agency said.</p>
<p>DMK leader and former agriculture minister Arumugam&#8217;s house in Salem, around 330 km from here, was raided by vigilance officials who charged him with accumulating assets disproportionate to his known sources of income.<br />
In a statement issued here, the directorate of vigilance and anti-corruption (DVAC) said a case was registered against Arumugam under the Prevention of Corruption Act on the basis of an inquiry, which suggested that he had accumulated in his and in his family members&#8217; names assets disproportionate to his known sources of income.<br />
According to the DVAC, Arumugam acquired illegal assets worth Rs.2.88 crore during the period May 13, 2006, to May 13, 2011, while he was the agriculture minister in the DMK government.<br />
Officials of the DVAC also searched the houses of Arumugam&#8217;s sons, relatives and his two personal assistants.</p>
